OPTEL Leadership Institute
The OPTEL Leadership Institute offers a comprehensive professional development program designed to equip district administrators with the expertise needed to implement California's Observation Protocol for Teachers of English Learners (OPTEL). This four-session institute combines in-person and virtual formats to provide district leaders with essential knowledge and skills for equitable English Learner reclassification practices.
The institute experience covers OPTEL's structure and equity focus, performance ratings, observation documentation, high-leverage instructional strategies, and parent consultation approaches. Through interactive sessions, administrators develop competencies in designing effective professional development for teachers, addressing implementation challenges, and creating systemic support structures. The institute culminates with participants crafting district-specific rollout plans that ensure OPTEL's successful implementation across diverse educational contexts. This leadership development opportunity aligns with California's commitment to standardized, transparent reclassification processes that promote educational equity for multilingual learners.
